  1. In a small bowl combine fish sauce, lime juice, brown sugar, rice vinegar and garlic chili sauce, stir until smooth. Set aside.
  2. Meanwhile, to make the peanut topping, combine peanuts and lime zest and set aside.
  3. Place noodles in a large bowl. Add enough hot water to cover them and let them stand for 15-20 minutes or until noodles are pliable but not soft. Drain well in a colander.
